How to manage illegal branch deposits?

We constantly receive reports from citizens about the illegal dumping of branches and leaves. Even if we continually add more signs saying that it is illegal, we cannot manage the situation. Would it be better to standardize it and actually put bins to help citizens deposit their waste there legally, or should we rather have our inspectors who serve and who are mobilized on site to continually issue tickets?
