About the project
MONTRÉAL, October 7, 2026 – The Côte-des-Neiges–Notre-Dame-de-Grâce Borough Council adopted the borough’s 2027 operating budget and the 2027–2036 Ten-Year Capital Expenditure Program (TCEP) on Tuesday during a special council meeting. Through rigorous and responsible financial management, the 2027 budget, totalling $86.5 million, will enhance direct services to residents while limiting the increase in the local tax rate to 6%. This represents the second-lowest local tax rate increase among Montreal’s 19 boroughs. The increase in the local tax rate remains limited, representing a difference of approximately $24 on the property tax bill for a single-family home with an average assessed value of $1.19 million. The borough will also benefit from a historic increase in transfers from the central city, enabling it to continue investing in its priorities. “The 2027 budget focuses on a series of measures that will have a tangible impact on residents’ daily lives: more equipment to keep our streets and parks clean, increased funding to address homelessness, measures to support the development of non-market housing, and initiatives to give our local economy a boost, including free permits for outdoor restaurant terraces,” said Borough Mayor Stephanie Valenzuela. The budget allocates significant funding to support the development of non-market housing and address growing challenges related to homelessness. Additional funding will also enhance initiatives for vulnerable populations, including the addition of a permanent social intervention liaison officer, while continuing measures to promote harmonious coexistence in public spaces. It is worth noting that the borough has succeeded in reducing its reliance on accumulated surpluses, moving closer to a balanced budget and ensuring sound, sustainable financial management. A $90-million TCEP for Safer, More Sustainable Infrastructure The 2027–2036 Ten-Year Capital Expenditure Program (TCEP) provides for a total investment of $90 million to maintain and improve the borough’s public infrastructure. Major projects and investments include: Renovating the Côte-des-Neiges Sports Centre, incorporating measures to improve energy autonomy; Continuing investments in libraries, cultural centres and community-oriented municipal buildings, including the Côte-des-Neiges Cultural Centre; Investing in parks and green spaces, including the development of Macdonald Dog Park, improvements to children’s playgrounds and the addition of Trekfit outdoor fitness equipment; Increasing the annual budget allocated to tree pruning; Investing $1.5 million over two years to implement new traffic-calming measures and improve the safety of active transportation, nearly doubling the current allocation; Introducing a new dedicated budget for lighting and safety, with more than half a million dollars in funding over four years; Establishing a Sports Club Support Program, backed by a $100,000 budget—three times the previous allocation; Advancing the redevelopment project for the Empress Theatre. “Every dollar invested must contribute to tangible improvements in our residents’ quality of life. This budget and capital investment program demonstrate our commitment to addressing the issues that matter most to residents: safety, cleanliness, infrastructure, economic vitality and support for our most vulnerable populations,” concluded Stephanie Valenzuela.
